I have tried to download the Nitro Pro 11 which I originally purchased but it will not install on my new WIndows 10 based computer. The Windows GPO installers work when using a Group Policy to install SPX. Also the IIS is activated as a Windows feature and IIS6 compatibility is turned on too. Select the Browse my computer for driver software option, and browse to the driver folder that was created when you ran the file. The UAC feature of Windows is turned off.
After installing, return to that HP Support web-site, to install all the HP-specific device-drivers.
